数字导师赋能社区数字包容:内涵、模式和实践进路

摘要 以社区为基本单元是推进全国数字包容工作的重要抓手,而数字导师赋能是采纳并推进这一抓手最有效且直接的途径。文章基于系列数字导师实践信息及相关文件,厘清数字导师赋能社区数字包容的内涵,总结归纳出数字导师赋能社区数字包容的5个典型模式,基于我国政策要求或现有实践经验,以“守正创新”为基本原则,提出国内利益相关组织通过推进当地多元主体协同、实现数字导师级联发展、营造全民数字融入氛围等举措,打造数字导师赋能社区数字包容体系。 Taking community wide as the basic unit is an important lever to promote national digital inclusion work,and digital tutors empowerment is the most effective and direct way to adopt and promote this lever.Based on a series of practical information and related documents on digital tutors,this article clarifies the connotation of empowering communities digital inclusion through digital tutors,summarizes five typical models of empowering communities digital inclusion through digital tutors.Based on China's policy requirements or existing practical experience,and with the basic principle of"upholding integrity and innovation",it proposes that domestic stakeholder organizations should create a digital tutor-enabled community digital inclusion system through initiatives such as promoting the synergy of local multiple actors,realizing the development of a cascade of digital mentors,and creating an atmosphere of digital inclusion for all.
