京津冀公共体育服务跨域治理多主体协同关系与优化策略

Multi-Subject Collaborative Relationship and Optimization Strategy of Beijing-Tianjin-Hebei Public Sports Service Cross-Domain Governance

公共体育服务跨域多主体协同治理作为推进京津冀公共体育服务跨域治理体系和治理能力现代化的关键环节,其各参与主体之间的有效协调、有序参与及协同治理,是提升京津冀公共体育服务跨域治理质效的重要保障。该研究运用社会网络分析方法对京津冀公共体育服务跨域治理多主体间的关系进行分析,以期为提高京津冀公共体育服务治理效能提供理论参考。结果显示:京津冀公共体育服务跨域治理多主体整体网络密度为0.043,整体网络呈现松散特征,各参与主体间仍有较大差距;政府主体节点最大,以北京市体育局、天津市体育局、河北省体育局为主,其他主体在整体网络中处于边缘状态,节点较小;多主体交互网络中心性分析显示京津冀公共体育服务各主体间分布不均,以政府为主要参与主体,各主体间呈现失衡现象。鉴于此,该研究建议通过创新京津冀公共体育服务跨域多主体协同治理模式,培育京津冀公共体育服务跨域多主体协同治理文化,搭建京津冀公共体育服务跨域多主体协同治理机制等优化策略,构建可持续健康发展的京津冀公共体育服务多主体协同发展新路径。

Multi-subject collaborative governance of public sports services is a key link to promote the modernization of cross-domain governance system and governance capacity of public sports services in Beijing,Tianjin and Hebei.Effective coordination,orderly participation and collaborative governance among all participants are important guarantee for improving the quality and effectiveness of cross-domain governance of public sports services in the region.This paper uses social network analysis method to analyze the multi-subject relationship of cross-regional governance of public sports services in Beijing,Tianjin and Hebei,in order to provide theoretical reference for improving the regional governance efficiency of public sports services.The results show that the density of multi-agent overall network of cross-domain governance of public sports service in Beijing-Tianjin-Hebei is 0.043,the overall network is loose,and there is still a large gap among participants.The main node of the government is the largest,led by Beijing Sports Bureau,Tianjin Sports Bureau and Hebei Sports Bureau.The other main nodes are in the edge state in the whole network,and the nodes are small.The centrality analysis of multi-agent interaction network shows that the distribution of public sports services in the Beijing-Tianjin-Hebei region is uneven,with the government as the main participant,and there is an imbalance among the subjects.It is suggested that we construct a new path for the sustainable and healthy development of Beijing-Tianjin-Hebei public sports service multi-subject collaborative development through a series of optimization strategies,such as innovating the cross-domain multi-subject collaborative governance mode,cultivating cross-domain multi-subject collaborative governance culture and establishing multi-subject collaborative governance mechanism.
