摘要
[目的]探索我国传统优势集聚区医药科技人才集聚均衡差异状况,为政府开展医药科技人才工作提供参考。[方法]以环渤海、粤港澳、长三角“三区29市”为案例构建测度模型,从人才空间集聚与产才结构匹配2个维度分析医药科技人才集聚均衡特征。[结果]北京、上海、深圳、广州、天津等14座城市处于集聚均衡状态;扬州、惠州、保定等其余15座城市处于集聚不均状态。[结论]区域间的资源禀赋各不相同,医药科技人才集聚状况存在异质性,产才结构整体相对均衡,但局部存在人才冗余、供需不匹配问题。建议地方政府结合区域特征,合理调整医药科技人才工作重心,引导相关政策由供给型转向需求型,科学布局产业发展格局。
Objective To explore the differences of agglomeration equilibrium of medical science and technology talents in traditionally predominant agglomeration areas in China,and to provide the reference for the government to carry out the work of medical science and technology talents.Methods The measurement model was constructed by taking the“29 cities in three districts”of Bohai Rim,Guangdong-Hong Kong-Macao Greater Bay Area and Yangtze River Delta as examples to analyze characteristics of agglomeration equilibrium of medical science and technology talents from two dimensions of talent spatial agglomeration and industry and talent structure matching.Results Beijing,Shanghai,Shenzhen,Guangzhou,Tianjin and other 14 cities were in a state of agglomeration equilibrium.The remaining 15 cities such as Yangzhou,Huizhou and Baoding were in a state of agglomeration disequilibrium.Conclusions The resource endowments among regions are different,and the agglomeration of medical science and technology talents is heterogeneous.The overall structure of industry and talents is relatively balanced,but there are some problems of talent redundancy and mismatch between supply and demand.It is suggested that local governments should reasonably adjust the focus of medical science and technology talents based on regional characteristics,transform relevant policies from supply-oriented to demand-oriented,and scientifically layout the industrial development pattern.
