需求挑战驱动的我国政务数据安全治理体系建设策略研究

Research on the Construction Strategy of China's Government Data Security Governance System Driven by Demand Challenges

政务数据安全治理主要面向政府业务部门所管理的政务业务系统数据和政府数据部门所管理的政务大数据2个部分。基于以需求挑战为驱动建立安全体系的思路主线,依托实际调查并采用量化数据分析方法,梳理了我国政务数据安全治理体系面临的安全合规要求、主要安全风险、体系突出问题3大需求挑战,明晰具体痛难点表现。在此基础上,围绕制度规范、技术防护和运行管理3个方面,针对性地提出一种面向中观实践、较为高效的政务数据安全体系建设策略与方案。

Government data security governance mainly focuses on two parts:the government business system data managed by government business departments and the government big data managed by government data departments.Based on the main idea of establishing a security system driven by demand challenges,relying on actual investigations and using quantitative data analysis methods,this paper sorts out the three major demand challenges faced by China’s government data security governance system,namely security compliance requirements,major security risks,and prominent system issues,and clarifies the specific pain points and difficulties.On this basis,focusing on the three aspects of institutional norms,technical protection and operation management,it proposes a relatively efficient strategy and plan for the construction of a government data security system for meso-level practice.
