地方政府数据要素产业政策分析及政策工具框架建议

Analysis of data elements industrial policies of local governmentsand suggestions for the framework of policy tools

随着我国将数据要素列为第五大生产要素,国家出台多项政策文件推动数据要素市场化配置改革,以数据要素为抓手加快培育新质生产力,做强做优做大数字经济;各地方政府积极响应,结合本地实际发布行动方案、实施意见等文件促进数据要素市场建设和产业发展。本文基于数据要素产业研究,对地方政府已发布的数据要素产业扶持措施进行梳理和分析,建立了数据要素产业政策工具框架,按照市场主体、产业链条和要素保障三大类十二个细分措施,对地方政府产业扶持政策的设计制定和实施保障提出了具体建议。

As data elements was designated as the fifth major factor of production,the Chinese government has issued a series of policy documents to promote the reform of market-oriented allocation of data elements,aiming to accelerate the cultivation of new productive forces through leveraging data elements and strengthen,optimize,and expand the digital economy.Local governments have actively responded,issuing action plans,implementation opinions,and other documents to promote the construction of the data elements market and industrial development.Based on the research on the data elements industry,this article conducts review and analysis of supportive measures issued by local governments for the data elements industry.It establishes a framework of policy tools for the data elements industry,encompassing three main categories of market entities,industrial chains,and factor guarantees,which are further divided into twelve specific measures.And it proposes specific suggestions for the design,formulation,and implementation of industrial support policies for local governments.
