分类评价引导高校特色发展的上海实践探索

摘要 为了提高我国高等教育的质量,解决高校同质化发展的问题,高校分类管理和分类评价应运而生。上海率先在全国开展高校分类评价,以“十二宫格”的体系,将上海高等院校分为学术研究型、应用研究型、应用技术型和应用技能型,从强化分类发展理念、强抓人才培养、实现外部评价标准的内部转化、推动学校内部治理能力的提升等方面,推动高校科学定位、特色发展。但在紧密对接国家发展战略、特色指标的显示度、评价结果的运用和引领力度等方面仍需加强。 In order to improve the quality of higher education in China and solve the problem of homogenization development,classified management and classified evaluation of universities came into being.Shanghai took the lead in carrying out classified evaluation of colleges and universities across the country.Based on the"twelve grid"system,Shanghai's colleges and universities are divided into academic research type,application research type,application technology type and application skill type.It promotes the scientific positioning and characteristic development of universities from the aspects of strengthening the concept of classified development,strengthening talent cultivation,achieving internal transformation of external evaluation standards,and promoting the improvement of internal governance capabilities.However,there is still a need to strengthen efforts in closely aligning with national development strategies,displaying distinctive indicators,utilizing evaluation results,and improving leading efforts.
