基于ISM的智慧城市安全建设影响因素分析

摘要 我国在智慧城市安全建设的过程中,面临诸多安全风险与挑战,智慧城市安全建设仍处于相对薄弱环节。为了提高智慧城市应对安全风险的能力,确保智慧城市稳健运行,文章在文献查阅整理的基础上构建了3个一级指标、15个二级指标的智慧城市安全建设影响因素指标体系,运用ISM模型确定各影响因素之间的作用路径和层级结构,对影响智慧城市安全建设的因素进行评价分析,并基于ISM模型分析提出对策建议。研究结果表明:数据共享、有机整体为最深层影响因素;创新动力、技术升级等中间层因素既对表层因素具有影响,也受深层因素的影响;安全意识、信息保护等表层因素对其安全建设具有最直接的影响。本文结果可为智慧城市安全建设提供参考。 In the course of smart city security construction, China encounters numerous security risks and challenges, and the construction of smart city security remains in a relatively vulnerable position.To enhance the capacity of smart cities in coping with security risks and guarantee the stable operation of smart cities.Based on the questionnaire and literature review, this paper constructs an index system of influencing factors for smart city safety construction, consisting of 3 first-level indicators and 15 second-level indicators.The ISM model is employed to determine the action path and hierarchical structure among the influencing factors, and to evaluate and analyze the influencing factors of smart city safety construction.Finally, based on the analysis of the ISM model, the author puts forward countermeasures and suggestions.The results demonstrate that data sharing and organic integration are the most profoundly influential factors;The middle-layer factors, such as innovation power and technology upgrading, have an impact on both the surface factor and the deep factor.Security awareness, information protection and other surface factors have the most direct influence on its security construction.It can provide a reference for the safety construction of smart cities.
