摘要
目的:协助公众准确快速获取自动体外除颤器(AED)进行救援,实现对杭州市公共场所AED的便捷、科学和高效运维管理。方法:从公众、卫生健康部门、配置单位、AED厂商和急救中心等多个视角,针对AED使用、管理和运维等方面存在的问题,全面梳理业务流程和功能需求,设计和应用自动体外除颤器智能化管理系统,形成智能化解决方案。结果:2022年7月1日至2023年12月31日,全市公共场所共7 486台AED接入系统。系统具备公众查找AED,AED异常状态预警、巡检维护、记录救治信息、线上线下监管等功能,并与120调度指挥系统、互联急救系统互联互通。结论:AED智能管理系统的应用,实现了杭州市公共场所AED统一规范管理和有效运维,完善了立体化应急救援体系,确保AED处于随时可用状态,可帮助公众准确快速获取AED实施救援。
Objective Assist the public to obtain automated external defibrillators(AEDs)quickly and accurately,and realize convenient,scientific and efficient operation and maintenance management of AEDs in public places in Hangzhou.Methods From the perspectives of the public,health departments,configuration units,AED manufacturers and emergency centers,in view of the problems existing in the use,management and operation and maintenance of AEDs,the business process and functional requirements were comprehensively sorted out,and the intelligent management system of AEDs was designed and applied to form an intelligent solution.Results A total of 7,486 AEDs in public places across the city were integrated into the system from July 1,2022 to December 31,2023.The system featured capabilities that enabled the public to search for AEDs,provided early warning for AEDs abnormalities,facilitated inspection and maintenance,recorded treatment information,offered online and offline supervision,it has been interconnected with the 120 Emergency Dispatch System and the In Case of Emergency 120(ICE120)system.Conclusion The application of AED intelligent management system has realized the unified and standardized management,as well as effective operation and maintenance of AEDs in public places in Hangzhou.It has improved the multi-dimensional emergency rescue system,ensured that AEDs are available at any time,and helped the public to access AEDs accurately and quickly.
