摘要
超大城市作为高度复杂的巨系统,面临治理规模负荷大、治理结构复杂以及民生诉求多元等诸多挑战。在此背景下,技术赋能在推动民生诉求服务改革的同时,也引发了治理模糊化与碎片化等问题。随着技术治理的深入发展,整体智治成为新时代城市治理转型的新趋势。整体智治的理论基础在于整体性治理与智慧治理的有机融合,实现制度与技术的双重嵌入。本研究基于整体智治理论,构建了“理念—制度—技术”三维分析框架,并以深圳市“民意速办”治理平台为例,深入探讨了超大城市实现整体智治的运行理路。研究发现,整体智治理念转化为实践的关键在于坚持以人民为中心的民主治理理念,通过制度创新实现从治理的“碎片化”向“整体性”的转变,并发挥数字平台的正向赋能作用。技术赋能是超大城市实现整体智治的核心驱动力,其超越性的实现还需依托于价值理念的引领和制度创新的支撑,以推动城市治理体系和治理能力的现代化。
Megacities,as highly complex giant systems,face numerous challenges,including large⁃scale loads of govern⁃ance,complex governance structures,and diverse public demands.In this context,technological empowerment,while driving reforms in public service addressing these demands,has also triggered issues of governance ambiguity and fragmentation.With the deepening development of technological governance,holistic smart governance has emerged as a new trend in transforming urban governance in the new era.The theoretical foundation of holistic smart governance lies in the organic integration of holistic governance and smart governance,achieving dual embedding of systems and technology.This study constructs a three⁃dimen⁃sional analytical framework of“concept⁃institution⁃technology”based on the theory of holistic smart governance.The framework is used to discuss the operational logic of achieving holistic smart governance in megacities,with the“Public Opinion Quick Handling”governance platform in Shenzhen serving as an example.The study finds that the key to transforming the concept of holistic smart governance into practice lies in adhering to the concept of people⁃centered democratic governance,transforming from“fragmented”to“holistic”governance through institutional innovation,and to leverage the positive empowerment of digit⁃al platforms.While technological empowerment is the primary driving force for megacities to achieve holistic and intelligent gov⁃ernance,its transcendence also necessitates the guidance of value concepts and the support of institutional innovation.This is to promote the modernization of the urban governance system and governance capacity.
