当前基层治理在信息、资源、参与等方面的问题对数字技术赋能提出了要求。数字技术通过赋能实现了基层治理的端口前移、精准服务、流程优化、功能集成,提升了服务的效能与水平。与此同时,数字技术赋能基层治理也存在一些困境,包括部门主义导致治理碎片化,重技术、轻治理导致治理异化,压力型体制导致治理内卷化,标准化的治理术导致治理简化等。因此,需要从制度供给的角度加强部门之间的协同联动,促进技术与治理的深度融合,健全科学的绩效考评制度,保持技术治理的适度韧性。

The current grassroots governance has put forward requirements for empowering digital technology regarding information,resources,and participation.Digital technology empowers grassroots governance to move forward,provide precise services,optimize processes,integrate functions,and improve the efficiency and level of services.At the same time,there are challenges in empowering grassroots governance with digital technology,including fragmented governance due to departmentalism,alienation of governance due to a focus on technology over governance,internalization of governance due to pressure-based systems,and simplification of governance due to standardized governance techniques.Therefore,it is necessary to strengthen the collaboration and linkage between departments from the perspective of institutional supply,promote the deep integration of technology and governance,establish a sound and scientific performance evaluation system,and maintain moderate resilience in technological governance.
