培育和发展新质生产力是推动高质量发展的内在要求和重要着力点,对于中国式现代化和中华民族伟大复兴意义深远。乡村振兴是新时代新征程化解社会主要矛盾的重大战略工程,以颠覆性技术创新为代表的新质生产力发展为乡村振兴创造了全新机遇。新质生产力通过更新农业生产要素、提高农业生产效率、丰富农村产业形态、优化农村治理体系、拓宽农民增收渠道,为实现产业兴旺、生态宜居、乡风文明、治理有效、生活富裕的目标提供了强劲动力支撑。当前,尚不健全的赋能体制机制以及在农业科技研发、成果推广应用、专业人才供给、乡村振兴发展规划等方面的不足,制约了新质生产力对乡村振兴赋能成效的充分释放。因此,需要从深化赋能体制机制改革、培育农业新质生产力、完善农村基础设施和成果转化应用体系、构建复合型人才队伍、系统谋划战略推进优先序等途径完善政策体系,实现新质生产力与乡村振兴的紧密衔接和有效赋能。

Cultivating and developing new quality productive forces is the internal requirements and important focus points for high-quality development and is of far-reaching significance to Chinese modernization and the great rejuvenation of the Chinese nation.Rural revitalization is a major strategic project to resolve major social contradictions on a new journey in the new era.The development of new quality productive forces represented by disruptive key technological innovation has created new opportunities for rural revitalization.By updating agricultural production factors,improving agricultural production efficiency,enriching rural industrial forms,optimizing rural governance systems,and expanding farmers'income channels,the new quality productivie forces provides a strong driving force for achieving the strategic goals of industrial prosperity,ecological livable,effective governance,civilized village style,and prosperous life.At present,the incomplete enabling system and mechanism,as well as the deficiencies in the research and development of agricultural science and technology,the promotion and application of achievements,the supply of professional talents,and the planning of rural revitalization and development,restrict the full release of the effect of new quality productivie forces on rural revitalization and development.Therefore,it is necessary to improve the policy system by deepening the reform of the enabling system and mechanism,cultivating the agricultural new quality productivie forces,improving the rural infrastructure and the transformation and application system of results,building a compound talent team,and promoting the priority of systematic planning strategy,so as to realize the close connection and effective empowerment of new quality productivie forces and rural revitalization.
