高效能治理是社会治理共同体高质量发展的重要保障。建设价值—工具型社会治理共同体是我国坚持和完善共建共治共享社会治理制度、推进基层治理现代化的现实选择。当前,全国各地从家庭治理、社区治理、城市治理、农村治理、网络治理等场域探索基层社会治理共同体的发展样态与基本方式,不断创新“共同缔造”“枫桥经验”“千万工程”“智慧治理”等实践,坚持人民至上,最大限度地把我国共建共治共享制度优势转化为基层治理效能。新时代更好地适应人们对美好生活的强烈愿望,需要持续完善党建引领机制,促进多方主体共建共治共享;健全协同合作机制,完善高质高效的基层治理共同体;创设制度型开放机制,优化全领域全要素的利益共同体;构建应急处突机制,形成跨区域跨部门的应急治理共同体;创新智慧治理机制,借助数据算力算法赋能社会治理共同体,不断增强社会治理共同体的发展动能。

High-efficiency governance is an important guarantee for high-quality development of social governance community.Constructing value-tool type social governance community is a realistic choice for China to insist on and perfect the system of co-construction and co-governance and share social governance,and to promote the modernization of grass-roots governance.At present,all over the country from the family governance,community governance,urban governance,rural governance,network governance and other fields to explore the development of grass-roots social governance community patterns and basic ways.We will continue to innovate practices such as Jointly create,Maple bridge experience,Tens of millions of projects as well as Wise governance,and uphold the supremacy of the people,to maximize the co-construction and co-governance of our shared system advantages into the grass-roots governance efficiency.In order to better adapt to people's strong desire for a better life in the new era,we need to continuously improve the leading mechanism of party building,promote the joint construction and sharing of multi-party main bodies,and improve the mechanism of coordination and cooperation,improve the high-quality and efficient community of grass-roots governance;create an institutional open mechanism to optimize all-sector all-elements of the community of interests;innovative intelligent governance mechanism,with the help of data computing algorithm to enable social governance community,and constantly enhance the development momentum of social governance community.
