功能区城市外交刍议

On Urban Functional Regions Diplomacy

在全球化发生深刻变化,城市化进程不可逆转的今天,各种全球性资源和要素在城市中集聚、流动、复合转化,这极大丰富了国家外交工作的布局点和发力点,使国际关系乃至世界秩序的演化有了新的可能性。同时,城市自身发展过程中产生的各种功能区,承载着不同类别的国内国际资源,发挥着不同类型的城市外交作用,在城市外交的空间创建、网络拓展与作用创新上是不能一概而论的。探讨功能区城市外交,有助于在理论上推进外交研究与城市研究的结合,从学术角度减少两大学科的距离感,促成学科对话,拓展城市外交视野与实践。从理论角度看,功能区城市外交是总体城市外交的一部分,在属性上兼具官方性和民间性、主场性和平台性等多重特性。同时,功能区城市外交又具有专业领域外交的新特点,这特别体现在经济类城市功能区身上。从既有网络角度看,对于城市的居住区、中心商务区、金融区、文教区、工业区、港区、度假区、都市农业区等功能分区,都存在将其编织成网的全球性组织,这些网络或疏或密,但皆能够证明城市功能区可以作为富有专业性国际资源的“有限参与型”国际关系行为体存在。功能区城市外交研究将丰富目前城市外交多元化研究的范畴,打破城市外交的线性思维。今后,新时代的中国城市外交工作需要将更多的城市功能区资源纳入视野、作为抓手,围绕更好服务国家总体外交和城市发展开拓新局面。

When globalization is undergoing profound changes and the urbanization process is irreversible,various global resources and factors are gathering,flowing,and complex transformation in urban areas,greatly enriching the layout and strength of national diplomacy.At the same time,the various urban functional regions produced in the process of urban development carry different types of domestic and international resources and play different types of urban diplomacy roles.The space creation and role innovation of urban diplomacy cannot be summarized.The study of urban functional regions diplomacy is conducive to promoting the connection between diplomatic studies and urban studies in theory,reducing the sense of distance between the two disciplines from an academic point of view,promoting disciplinary dialogue,and expanding the vision and practice of urban diplomacy.From the theoretical point,the urban functional regions diplomacy is a part of the city diplomacy,which has the characteristics of both official and civilian,host and platform.From the perspective of existing networks,there are global organizations woven into networks in urban functional zones such as residential areas,central business districts,financial districts,cultural and educational districts,industrial zones,port areas,resort areas,urban agricultural areas,etc.These networks are either sparse or dense,and can prove that urban functional districts can exist as“limited participation”international relations actors rich in professional international resources.From the perspective of prospect,urban functional regions diplomacy enriches the content of city diplomacy and breaks the linear thinking of city diplomacy.In the new era,China's urban diplomacy needs to bring more functional zone resources into its vision as a new starting point,open up a new situation around better serving the country's overall diplomacy and urban development.
