“十四五”时期二级公立医院人才队伍建设的机遇与挑战——以二级公立医院S医院为例

摘要 人才队伍建设是医院发展的核心要素,人才构成和稳定性影响医疗服务能力和质量。本研究以二级公立医院S医院为例,通过访谈法调研医院的医务人员、行政人员,描述人才发展现况,调查二级公立医院人才发展现况,以SWOT分析“十四五”时期医院人才队伍建设的优势劣势、机遇和挑战。结果发现二级公立医院当前存在人才流失的情况,但医院逐年引入医护人员,数量有所提高,然而人才结构不够合理,稳定性不足,可通过合理利用外部政策优势和改善内部激励机制等策略健全人才队伍建设,以强有力的人才支撑推动医院的发展。 The construction of talent team is the core element of hospital development.The composition and stability of talents affect the ability and quality of medical services.This study takes the secondary public hospital S hospital as an example,investigates the medical staff and administrative staff of the hospital through interviews,describes the current situation of talent development,investigates the current situation of talent development in secondary public hospitals,and uses SWOT to analyze the advantages,disadvantages,opportunities and challenges of hospital talent team construction during the"14 th Five-Year Plan"period.The results show that there is a brain drain in secondary public hospitals,but the number of medical staff has increased year by year.However,the talent structure is not reasonable and the stability is insufficient.The construction of talent team can be improved by making rational use of external policy advantages and improving internal incentive mechanism,so as to promote the development of hospitals with strong talent support.
