综合治理视域下突发公共卫生事件的管理对策探讨

Exploration of Management Strategies for Sudden Public Health Incidents from the Perspective of Comprehensive Governance

突发公共卫生事件的管理是国家安全和发展的重要组成部分,对于提升国家整体应急管理水平、保障人民群众生命财产安全、推动社会经济稳定发展等方面都具有深远影响。本文首先概述了突发公共卫生事件的发生特点,总结了突发公共卫生事件管理的意义与要求,明确了当前突发公共卫生事件管理存在的问题,提出了综合治理视域下突发公共卫生事件的管理对策:强化监测预警机制、提高公众参与意识、积极做好风险沟通与资源协调、加强公共卫生管理人才的培养。

The management of public health emergencies is an important part of national security and development.It has a profound impact on improving the overall emergency management level of the country,ensuring the safety of people's lives and property,and promoting the stable development of social economy.This paper first summarizes the characteristics of public health emergencies,summarizes the significance and requirements of public health emer‐gency management,clarifies the problems existing in the current public health emergency management,and puts for‐ward the management countermeasures of public health emergencies from the perspective of comprehensive manage‐ment:strengthening the monitoring and early warning mechanism,improving the awareness of public participation,ac‐tively doing a good job in risk communication and resource coordination,and strengthening the training of public health management talents.
