芜湖市镜湖区社区居家养老服务问题及路径研究

Research on the Problems and Pathways of Community Home-Based Elderly Care Services in Jinghu District,Wuhu City

随着我国老龄人口的持续增长,养老需求日益多元化和个性化。在传统养老方式逐渐减弱,老年人口数量不断上升的背景下,推行社区与居家相结合的养老模式,为缓解养老压力、保障基本民生提供了有效途径。社区居家养老服务以家庭为基础、社区为依托、机构为补充,已成为应对老龄化压力的最佳选择,是我国社会化养老服务体系建设的核心环节。然而,当前社区居家养老服务在供给主体单一、专业能力不足、供需失衡等方面的问题较为严重,制约了其进一步发展。文章通过问卷调查和实地访谈,对芜湖市镜湖区社区居家养老服务的现状和特点进行了数据阐述,进一步深入分析其存在的问题及成因,并针对性地提出切实可行的解决策略。

With the continuous growth of the elderly population in our country,the demand for elderly care is becoming increasingly diversified and personalized.Against the backdrop of a gradual decline in traditional elderly care methods and a rising elderly population,the promotion of a combined community and home-based elderly care model has provided an effective approach to alleviate elderly care pressures and ensure basic livelihood needs.Community home-based elderly care services,which are based on the family,supported by the community,and supplemented by insti-tutions,have become the best choice in responding to the pressures of aging.It is a core compo-nent of the construction of China’s socialized elderly care service system.However,the current community home-based elderly care services face severe issues,such as a monotonous supply,insufficient professional capabilities,and a supply-demand imbalance,which constrain further development.Through questionnaires and field interviews,this article elucidates the current sit-uation and characteristics of the community home-based elderly care services in the Jinghu Dis-trict of Wuhu City,delves into the existing problems and their causes,and proposes targeted and realistic solution strategies.
