新时代背景下居家养老服务中心的问题与对策研究

根据国家统计局发布的最新数据显示2023年末,我国60岁以上人口近3亿,人口老龄化将成为我国未来的基本国情。世界卫生组织预测,2040年我国将步入深度老龄化社会,如何养老也就成为现代中国急需解决的重要问题。2024年初,国务院办公厅印发的《关于发展“银发经济”增进老年人福祉的意见》中提出大力发展“银发经济”,积极应对人口老龄化。社区居家养老服务作为新型养老模式是养老市场中的蓝海,具有很大的市场前景和发展空间。然而,也存在产业标准化程度不高、相关法律法规不健全、资金链脆弱以及护理人员门槛低,专业人才缺失等问题。通过政府政策促进居家养老服务产业标准化、加快健全相关法律法规、拓宽居家养老服务中心投资渠道、加强养老服务人才队伍建设,期望改善居家养老服务产业服务水平,真正满足老年群体的需求。

According to the latest data released by the National Bureau of Statistics,there were nearly 300 million people over the age of 60 at the end of 2023,and population aging will become a basic na-tional condition in China in the future.The World Health Organization predicts that China will en-ter a deeply aging society in 2040,and how to provide for the elderly has become an important is-sue that urgently needs to be solved in modern China.At the beginning of 2024,the Opinions on Developing the“Silver Economy”to Improve the well-being of the Elderly issued by The General Of-fice of the State Council proposed to vigorously develop the“silver economy”and actively respond to the population aging.As a new pension model,community home care service is the blue ocean in the pension market,which has great market prospects and development space.However,there are also problems such as a low degree of industrial standardization,imperfect relevant laws and regulations,a weak capital chain,and a lack of professionals with a low threshold for nursing staff.Through government policies to promote the standardization of the home care service industry,accelerate the improvement of relevant laws and regulations,broaden the investment channels of home care service centers,strengthen the construction of talent teams for elderly care service,improve the service level of home care service industry,and truly meet the needs of elderly groups.
