改革开放以来,为适应经济体制改革的需要而推进行政体制改革,但是行政体制改革不仅仅是为了适应社会主义市场经济的建设,行政体制内部也发生了根本性的变化。这种变化使得国家治理现代化成为行政体制改革的成果和延续,在全面建设社会主义现代化国家新征程中,国家治理现代化成为进一步全面深化改革的保障。通过国家治理现代化,可以解决市场机制泛化、市场失灵与市场化程度不足的改革难题,促进社会主义市场经济体制更加完善。

Since the reform and opening-up, administrative system reforms have been advanced to meet the needs of economic system reforms. However, these administrative reforms are not solely for the construction of a socialist market economy;fundamental changes have also occurred within the administrative system itself. These changes have made the modernization of state governance both a result and a continuation of administrative reforms. In the new journey of comprehensively building a modern socialist country, the modernization of state governance has become a guarantee for further deepening reforms. Through the modernization of national governance, challenges such as the overgeneralization of market mechanisms, market failures, and insufficient marketization can be addressed, thereby promoting the improvement of the socialist market economic system.
