城中村租赁住房品质提升研究

Urban Village Renovation and Improvement of Rental Quality Research

城中村在满足我国城镇化进程中流动人口住房需求方面作用突出,但租赁品质普遍有待提升。在中央加快推进“三大工程”建设的背景下,提升城中村租赁品质对于建设“四好”、推动城市更新,乃至加快实现“租购并举”、构建房地产发展新模式均有重大意义。本文首先梳理城中村租赁品质存在的突出问题,指出现有改造模式存在无法满足新市民、青年人租赁需求的弊端。随后提出加强城中村改造与保租房供给联动是可行方向,通过案例分析论述了统租改造实践中存在的困境。在此基础上,提出以下对策建议:明确房屋改造和出租标准,完善管理规范;拓宽多元化投融资渠道,优化成本分摊方式;采取政府统筹、市场化主导策略,创新谈判机制;探索城中村受托和平台业务,输出增值类服务。

Urban villages play a prominent role in meeting the housing needs of the floating population in China's urbanization process,but the rental quality is generally insnfficient.Under the background of accelerating the construction of the“Three Major Projects”by the central government,improving the urban villeges leasing quality is of great significance for the construction of the“Four Good”,promoting urban renewal,and even accelerating the implementation of“rental and purchase simultaneously”,as well as building a new model of real estate development.This article first outlines the prominent problems in the quality of urban village leasing,pointing out the drawbacks of the main renovation models in the past,which can not meet the rental needs of new citizens and young people.Subsequently,it was proposed that strengthening the linkage between urban village renovation and the supply of rental housing is a feasible direction,the difficulties in the practice of unified rental renovation were discussed through case analysis.On this basis,the following countermeasures and suggestions are proposed:Clarifying housing renovation and rental standards,improving management norms,expanding diversified investment and financing channels,optimizing cost sharing methods,adhering to government coordinated market-oriented renovation,innovating negotiation mechanisms,exploring entrusted and platform businesses for urban villages,and outputting value-added services.
