京津冀城市群生态经济综合指标体系构建与评价

Construction and Evaluation of Eco-Economic Comprehensive Index System in Beijing-Tianjin-Hebei City Cluster

本研究聚焦于京津冀城市群,旨在通过构建一个综合性的生态经济指标体系,促进该区域经济的高质量与现代化发展。研究从经济、社会、环境和资源四个维度出发,选取了36个关键指标,采用熵值法对这些指标进行权重分配,以确保评价体系的科学性和客观性。通过对京津冀13个地级市的生态经济发展水平进行综合评价,研究发现北京和天津在生态经济建设方面表现优异,而河北省内的地级市虽然整体发展水平相近,但在不同维度上展现出各自的优势和不足,反映出区域内发展存在不平衡性。基于评价结果,文章提出了针对性的政策建议,包括制定统一的区域发展规划,加强政府间的协调与合作,以及优化产业布局。这些建议旨在解决发展中的不平衡和不充分问题,促进区域内经济、社会、环境和资源的和谐发展。

This study focuses on the Beijing-Tianjin-Hebei urban agglomeration,aiming to promote high-quality and modern economic development in the region by constructing a comprehensive ecological and economic indicator system.The research starts from four dimensions:economy,society,environ-ment,and resources,and selects 36 key indicators.The entropy method is used to allocate weights to these indicators to ensure the scientific and objective nature of the evaluation system.Through a comprehensive evaluation of the ecological and economic development level of 13 prefecture-level cities in the Jing-Jin-Ji region,the study finds that Beijing and Tianjin have performed excellently in the construction of ecological economy,while the prefecture-level cities within Hebei Province,although having similar overall development levels,show their own strengths and weaknesses in different dimensions,reflecting an imbalance in regional development.Based on the evaluation results,the article puts forward targeted policy recommendations,including the formulation of a unified regional development plan,strengthening coordination and cooperation between gov-ernments,and optimizing industrial layout.These recommendations aim to address the issues of imbalance and insufficiency in development,promoting harmonious development of economy,so-ciety,environment,and resources within the region.
