科技人才驱动新质生产力发展:实践困境与纾解路径

摘要 科技人才作为科学技术与人才的结合,是驱动生产力发展的核心要素。当前,随着科学技术的不断发展,新质生产力正逐渐成为推动社会经济发展的重要力量。在这一背景下,作为最宝贵的资源,科技人才被赋予了创新能力、专业能力、适应能力以及复合能力等新的需求特征;但与赋能新质生产力的实践需要相比,我国科技人才仍存在结构性矛盾突出、评价体系不健全、发展体制改革不畅以及保障力度不足等问题。因此需要通过优化人才队伍建设、创新人才评价体系、完善人才发展机制、提升人才保障力度等方式持续发力,构建高质量科技人才体系,为新质生产力注入持续动能。 Scientific and technological talents,a combination of science and technology and professionals,are the core elements driving the development of productivity.With the progress of science and technology,new productive forces are becoming an important booster for social and economic development.In this context,scientific and technological talents,the most valuable resource,are endowed with new demand characteristics such as innovation ability,professional ability,adaptability,and composite ability.Compared with the practical needs of empowering new productive forces,however,China’s scientific and technological talents still face prominent structural contradictions,an incomplete evaluation system,blocked reform in the development system,and insufficient guarantee efforts.Therefore,it is necessary to strive to build a high-quality scientific and technological talent system by optimizing the construction of talent teams,innovating talent evaluation systems,improving mechanisms for talent development,and enhancing talent security as a way to inject sustained momentum into new productive forces.
