新时期地方科技情报工作实践与发展对策探讨——以山东为例

An Exploration into the Practice and Development Strategy of Local Science and Technology Information Work in the New Era:A Case Study of Shandong Province

在全球科技发展环境深刻变化、国家科技自立自强战略需求及信息技术环境日趋复杂的背景下,地方科技情报工作面临前所未有的机遇与挑战,亟需转变工作思路、改革工作机制。本文在对科技情报概念、定位、任务及服务等进行历史回顾的基础上,分析了新时期地方科技情报工作的重点任务,详述了新时期山东省科学技术情报研究院的工作路径,并提出新时期地方科技情报工作高质量发展的若干对策。山东省科学技术情报研究院探索实践的“党建引领+‘资源立院、服务兴院、研究强院、创新办院’”工作路径具有代表性和可复制性。地方科技情报机构应坚守初心使命,支撑服务地方科技创新;不断夯实资源根基,转变工作思路,增强信息资源保障能力;重视手段武装,引进先进情报研究技术,持续提升情报分析研究水平;加强人才培养,关注人才梯度、年龄结构、数量质量,打造专业化情报队伍;创新工作机制,实践情报联合体工作机制,聚集多方情报力量,提升研究能力和服务水平。

Against the backdrop of profound changes in the global development environment for scientific and technological development,strategic demand for national scientific and technological self-reliance,and increasingly complex environment for information technology,the work of local science and technology information is facing unprecedented opportunities and challenges,meaning an urgent need for changing its working ideas and reforming its working mechanism.On the basis of a historical review of the concept,orientation,tasks,and services of scientific and technological information,this paper analyzes the key tasks of local science and technology information work in the new era,details the working path of Shandong Institute of Science and Technology Information,and proposes several countermeasures for the high-quality development of local science and technology information work in the new era.The Institute has explored and practiced a working path,namely,“Party building leading+‘establishing the Institute with resources,revitalizing the Institute with services,strengthening the Institute with studies,and running the Institute by making innovations’”,which is representative and replicable.Local science and technology information agencies should stay true to their mission and support local scientific and technological innovation,keep consolidating the foundation of resources and change working ideas to enhance the ability to guarantee information resources,attach importance to the arming of means by introducing advanced intelligence research technologies to improve their intelligence analysis and research,strengthen personnel training to build a professional intelligence team by paying attention to talent gradient,age structure,quantity and quality,and innovate working mechanisms by implementing intelligence consortium working mechanisms to gather multiple intelligence forces,and enhance their research capabilities and improve their services.
