城镇燃气管理标准化路径研究

Research on Standardization Path of Urban Gas Management

为强化城镇燃气标准化管理、有效规范城镇燃气安全发展,本文对城镇燃气管理各领域标准化现状展开研究,运用“标准化+”手段,融入PDCA循环和SDCA循环思维,构建符合自身特点、协调配套、科学合理的标准体系。结果表明:城镇燃气管理标准体系主要涵盖通用基础标准、安全与监督管理标准、安全事故预防与处理标准等三个子体系,各标准子体系涵盖标准范围有了明确划分,并依据体系内在联系和完整性明晰了现行相关标准的衔接与适用性存在问题,为进一步完善体系提出了制修订标准的合理化建议。

In order to strengthen the standardization management ofurban gas and effectively regulate the safety development of urban gas,this paper studies the current situation of standardization in various fields of urban gas management,uses the“standardization+”means,integrates into the PDCA cycle and SDCA cycle thinking,and builds a coordinated,scientific and reasonable standards system in line with its own characteristics.The results show that:The urban gas management standards system mainly includes three sub-systems:general basic standards,safety and supervision management standards,and safety accident prevention and treatment standards.And the scope of standards covered by each sub-system has been clearly divided.According to the internal connection and integrity of the system,it clarifies the existing problems in the connection and applicability of the current relevant standards,and puts forward reasonablesuggestions forthe further improvement of the system.
