地方标准现状分析及发展建议——以山东为例

Current Situation Analysis and Development Suggestions of Local Standards——Taking Shandong as an Example

本文结合山东省地方标准实践,综合分析了地方标准发展现状,指出了山东省地方标准存在的问题,如政策制度信息不对称、重点领域标准体系还不够完善、标准实施力度还不够等,进一步立足“山东标准”高质量发展需求,有针对性地提出了加强政策解读宣贯培训、优化标准化技术委员会工作机制、完善标准化专家智库、研制公布重点领域标准体系、优化标准制定程序、运用信息化手段强化标准监督实施等工作建议。本文将为标准化主管部门完善地方标准管理工作机制提供参考,为企业参与地方标准化工作提供指导。

Based on the practice of local standards in Shandong province,this paper comprehensively analyzes the development status of local standards,and points out the existing problems of local standards in Shandong province,such as asymmetric policy and system information,imperfect standards system in key areas,and insufficient implementation of standards,and further builds on the high-quality development needs of“Shandong standards”It puts forward suggestions to strengthen the training of policy interpretation,optimize the working mechanism off the standardization technical committees,improve the standardization expert think tank,develop and publish the standards system in key areas,optimize the standards development procedure,and strengthen the supervision and implementation of standards bymeans of information technology.This paper will provide reference for standardization authorities to improve the working mechanism of local standards management,and provide guidance for enterprises to participate in local standardization work.
