国土空间规划“三线”管控下生态保护与经济发展困境及出路——以山南市浪卡子县为例

Dilemma and Solutions of Ecological Protection and Economic Development Under the“Three Control Lines”Control of Territorial Spatial Planning-A Case Study of Langkazi County,Shannan City

基于浪卡子县“三区三线”划定成果和国土空间规划数据,对县域生态保护使命和经济发展问题进行分析,寻求生态保护与经济建设协调发展之路。研究结论:生态保护具有极强的外部性,对地方经济的发展、本地农牧民生计影响重大;以“品牌”“重点”“特色”引领县域经济发展;发展绿色经济,培育高原特色生态产业,建绿色服务业增长极;发展新质生产力,强化“旅游+”“低空经济”等绿色生产力支持力度;以国土空间规划为引领,渐进式实施“三线”管控;利用好“生态补偿”“窗口期”利好政策,培育县域内生动力。

Based on the delineation results of“three land spaces and three control lines”in Langkazi County and the data of territorial spatial planning,the ecological protection mission and economic development problems of the county were analyzed,seeking a coordinative development road between ecological protection and economic construction.The results showed that ecological protection is strong externality,which has a significant impact on local economic development and the livelihood of local farmers and herdsmen.Leading county economic development with“brand”,“key”and“characteristic”;developing green economy,cultivate plateau characteristic ecological industries,and building a growth pole for the green service industry;developing new quality productive forces and strengthening support for green productive forces such as“tourism+”and“low-altitude economy”;under the guidance of territorial spatial planning,implement three control lines with a progressive path;make good use of the favorable policies of“ecological compensation”and“window period”to cultivate the endogenous power of the county.
