PDCA循环理论视角下生态文明协同共建闭环落实机制构建研究——以成渝地区双城经济圈为例

Research on the Construction of Closed-Loop Implementation Mechanism for Ecological Civilization Collaborative Construction from the Perspective of PDCA Cycle Theory--Taking the Chengdu-Chongqing Economic Circle as an Example

构建生态文明协同共建闭环落实机制,是成渝地区双城经济圈协同做好生态文明建设这篇大文章、持续筑牢长江黄河上游生态屏障、建设美丽成渝的必破之题。基于PDCA循环理论,分别对成渝地区双城经济圈生态文明协同共建中的战略规划、贯彻执行、考核评价和问责处理等机制构建的现状进行分析,并提出健全包含生态文明协同共建的一体规划机制、联合执行机制、协同考评机制、统一问责机制四个环节在内的闭环落实机制的对策建议。

Building a closed-loop implementation mechanism for ecological civilization collaborative construction is a problem that must be solved for the coordinated efforts of the Chengdu-Chongqing Economic Circle in facilitating ecological civilization construction and continuously strengthening the ecological barrier on the upper reaches of the Yangtze River and Yellow Rivers,and building a beautiful Chengdu Chongqing region.Based on the PDCA cycle theory,and analyze the current situation of the mechanisms of strategic planning,implementation,assessment and evaluation,and feedback processing in the ecological civilization collaborative construction of the Chengdu-Chongqing Economic Circle.Also propose countermeasures and suggestions to improve the closed-loop implementation mechanism,including the integrated planning mechanism,collaborative planning mechanism,joint execution mechanism,collaborative evaluation mechanism,and unified accountability mechanism,which include four links of ecological civilization collaborative construction.
