基于WSR方法论的高校突发事件应急管理能力评价研究

Research on the Evaluation of Emergency Management Ability in Universities based on WSR Methodology

基于WSR(Wuli-Shili-Renli)理论和物元可拓评价模型构建高校突发事件应急管理能力的指标体系,为完善高校突发事件应急管理提供有针对性的参考依据。选取长春市某高校建立评价模型进行实例评价,采用G1法和熵权法分别确定主客观权重,最后通过计算关联度来确定高校应急管理能力的等级。研究结果显示:该高校突发事件的应急管理能力综合评价结果属于良好等级,该结果基本符合实际。结论:根据WSR方法论和物元可拓评价模型构建的高校突发事件应急管理能力评价指标体系具有较高的有效性和可信度,为评价高校突发事件应急管理能力提供了依据。

Based on the WSR(Wuli-Shili-Renli)theory and the extension evaluation model,the index system of emergency management ability of colleges and universities is constructed for evaluation,which provides targeted reference for improving emergency management of colleges and universities.A university in Changchun was selected to establish an evaluation model for example evaluation,and G1 method and entropy weight method were used to determine the subjective and objective weights respectively.Finally,the level of emergency management ability of universities was determined by calculating the correlation degree.The research results show that the comprehensive evaluation result of the emergency management ability of the university is a good grade,and the result is basically in line with the reality.Conclusion:The evaluation index system of university emergency management ability constructed according to WSR methodology and the evaluation model has high effectiveness and credibility,and provides a basis for the evaluation of university emergency management ability of emergencies.
