推行河道砂石统一开采管理的模式探析

Exploring model for advancing integrate management of sand mining in river courses

河道砂石开采管理关系河道安全和健康,也涉及社会各方面利益。为规范河道砂石合理开发利用,各地积极探索河道砂石统一开采管理,推进规模化、集约化统一开采,为保障河湖生态发挥了重要作用。在分析传统河道采砂管理模式及弊端基础上,选取江西九江、湖北黄冈、四川南充、湖南岳阳、河南信阳5个地方河道砂石统一开采管理的典型案例,对其国有化经营、规范化开采、标准化生产、数字化监管等可推广的特色模式及实施成效进行阐述,并对当前国家层面关于统一开采砂石资源的管理政策进行分析,从加强组织领导、完善政策制度、提升管理效能等方面提出对策建议。

Management of sand mining in river courses relates to safety and health of rivers,as well as interests of all circles of society.In order to strengthen management for rational development and utilization of river sands and gravels,exploration has been conducted for integrated management of river sand mining,to promote integrated management in a large-scale and intensive way and safeguard the ecology of river and lake.Based on analysis of traditional management mode and its drawbacks,five typical cases in Jiujiang of Jiangxi,Huanggang of Hubei,Nanchong of Sichuan,Yueyang of Hunan and Xinyang of Henan were selected to elaborate on their features and achievements that had potential for demonstration,such as nationalization for operation,standardized mining and production and digitalized supervision.Current policies for integrated management of sand and gravel resources at national level are evaluated,with measures and suggestions from the aspects of strengthening leadership,improving policy making and enhancing efficiency of management.
