论生成式人工智能与国家创新体系的现实契合与应然互动

The Realistic Correspondence and Interaction between Generative Artificial Intelligence and National Innovation System

生成式人工智能作为信息技术的创新性成果,是优化国家创新体系建设的新引擎。从现实基础来看,生成式人工智能参与国家创新体系优化建设是市场的选择,能够满足创新体系高效管理、成果转化的实践需要。但是,由于生成式人工智能自身底层技术逻辑不完善、规范基础缺位,其在嵌入国家创新体系优化的过程中极易衍生基本人权侵扰、意识形态扭曲、规范认定困难等技术制度风险。为进一步发挥生成式人工智能的正向价值,应当以数据安全和算法监管为着力点,搭建以核心共识和科技伦理为价值内核,以完善国内法规体系、对接国际贸易规则为外部保障的框架体系,发挥人才的主体作用,以技术要素整合调配创新资源,提升国家创新体系整体效能。

Generative artificial intelligence(AI),as an innovative achievement of information technology,is a new engine for optimizing the construction of the national innovation system.From the perspective of the realistic foundation,the participation of generative AI in the optimized construction of the national innovation system is the choice of the market,which can meet the practical needs of efficient management and achievement transformation.However,due to the imperfection of the underlying technical logic and the lack of the normative foundation of generative AI,it is straightforward to derive technical and institutional risks such as the intrusion of basic human rights,ideological distortion,and difficulties in identifying norms in embedding into the optimization of the national innovation system.In order to further bring the positive value of generative AI into play,we should focus on data security and algorithmic regulation,build a framework system with core consensus and scientific and technological ethics as the value kernel,and a perfect domestic legal and regulatory system and docking with international trade rules as the external guarantee,give full play to the main role of talents,integrate and deploy innovation resources with technological elements,and enhance the overall effectiveness of the national innovation system.
