摘要
本文以长期护理保险制度试点为背景,结合多地的业务实践,从标准化提升管理效能和服务水平的角度出发,分析承办机构、医疗保障部门、失能人员家庭等相关方的需求和期望,提出构建长期护理保险经办服务标准体系的基本思路和主要框架,并对标准体系的实施提出对策建议。
Based on the pilot of long-term care insurance system,combined with the business practice in many places,this paper analyzes the needs and expectations of relevant parties such as contractors,medical insurance management departments,and families of disabled people from the perspective of standardization and improvement of management efficiency and service level.It then proposes the basic ideas and main framework for constructing the service standards system of long-term care insurance,and puts forward the suggestion to the standards system implementation.
