Cultivating marine new quality productivity is of paramount importance for achieving high-quality development of the marine economy.Exploring fundamental theoretical issues such as its logic and multidimensional connotation is pivotal to the development of marine new quality productivity.The paper firstly discusses the logic of marine new quality productivity,emphasizing that China′s development of marine new quality productivity is a result of significant achievements in the development of marine economy at the current stage and a deep understanding of the laws governing productive forces.Secondly,based on the Marxist theory of the three elements of productivity,the paper establishes an analytical framework for defining marine new-quality productivity,elucidating its essential aspects such as"new","quality"and"productivity"and so on.Finally,after elaborating on the essence of marine new quality productivity,the paper constructs a comprehensive evaluation framework encompassing factor innovation,quality enhancement,and overall benefits to make a thorough and objective assessment of the development of marine new quality productivity.
