构建旅客联程运输信息服务系统的思考与建议

Thoughts and Suggestions on the Construction of Passenger Intermodal Transportation Traffic Information Service System

《交通强国建设纲要》提出要加快构建“全国123出行交通圈”,打造旅客联程运输系统,推进出行服务快速化、便捷化。旅客联程运输充分发挥了各种运输方式的比较优势,提高了综合运输组合效率,对于加快推进综合交通运输体系发展具有重要意义。而旅客联程运输的“联”关键就是出行信息服务系统的“联”。当前旅客联程运输信息化发展还存在诸多薄弱环节,体制机制、信息安全等因素导致的铁、公、水、航出行信息的割裂,一定程度制约了旅客出行的便利化发展,因此亟需搭建旅客联程运输出行信息服务系统。本文从旅客联程运输信息化发展的现状和问题入手,提出出行信息服务系统的建设内容,最后从出行数据共享、适度开放出行数据、建立健全信息服务相关标准以及建立旅客联程运输统计制度等四方面,有针对性的提出对策和建议,供行业参考。

‘The Outline for the Construction of a country with strong transportation network'proposes to accelerate the construction of the“1-2-3 travel range”,to create an intermodal transportation system for passengers,and to promote the speed and convenience of travel services.Passenger intermodal transportation gives full play to the comparative advantages of various modes of transportation,improves the efficiency of comprehensive transportation combination,and is of great significance in accelerating the development of comprehensive transportation system.The key to the"connection"of passenger intermodal transportation is the"connection"of the travel information service system.At present,there are still many weak links in the development of passenger intermodal transport information technology,institutional mechanisms,information security and other factors leading to the railway,highway,water,aviation travel information fragmentation,to a certain extent,restricting the development of passenger travel facilitation,so there is an urgent need to build a passenger intermodal transport travel information service system.In this paper,starting from the present and problems of the development of passenger intermodal transportation informatization,we put forward the construction content of the travel information service system,and finally put forward targeted countermeasures and suggestions from four aspects,such as the sharing of travel data,the moderate opening of travel data,the establishment of the relevant standards of the information service,and the establishment of the passenger intermodal transportation statistical system,etc.,for the industry's reference.
