公共性导向的资源整合:超大特大城市城中村改造路径的理论与实证

Publicness Oriented Resource Integration:Theoretical and Empirical Research on the Renovation Path of Urban Villages in Mega Cities

剖析传统城中村改造面临的现实困境,构建城市公共视角下我国超大特大城市城中村改造路径,包括通过集中统筹利用集体土地产权中的土地使用权,有效盘活城中村土地价值;通过公共财政资源的合理配置,全面提升城中村公共空间和公共服务的品质,引导城中村实现自我更新;通过构建多方协同运营平台,推动城中村的可持续发展。同时,对北京城市副中心以原创艺术为特色的城中村改造进行实证分析,以期为我国超大特大城市城中村改造提供理论支撑与实践指导。

A renovation path of urban villages in China's mega cities is established from the public viewpoint based on an analysis of the practical dilemmas in urban village renovation:integrating use rights of collective property land to vitalize land value in urban villages;rational allocation of fiscal resource to improve the quality of public space and public service,and to promote self-renewal of urban villages;construction of collaborative operation platform for sustainable development of urban villages.An empirical study of the urban village characterized by original art in Beijing sub-center is carried out to provide theoretical support and practical guidance for urban village renovation in mega cities.
