多元价值导向下超大特大城市城中村改造路径——以西安为例

Urban Village Renovation Approach in Mega Cities Under Multiple Values:The Case of Xi'an

随着“以人为核心的新型城镇化”的深入推进,对城中村改造路径与规划策略的创新探索成为实现超大特大城市高质量发展的重要任务。面向新时期城中村改造“公益性”“精细化”“可持续”的趋势,针对既有改造价值导向单一、空间模式单一、实施机制单一的问题,基于对城中村经济价值、保障价值、文化价值的再认知,提出适配“决策—规划—实施”3个阶段的“价值评估—价值转译—价值共享”改造路径。以西安为实证案例,构建城中村多元价值评估框架、创新城中村空间精细管控模式、深化城中村包容合作改造机制,以期为超大特大城市城中村改造路径与规划应对提供借鉴。

With the deepened promotion of"human oriented new urbanization",the innovation of the renovation approaches and planning strategies of urban villages has become an important task to realize the high-quality development of mega cities.In response to the new trends of public welfare,refinement and sustainability,and the problems of single value orientation,single spatial mode and single implementation mechanism,the economic value,guarantee value and cultural value of urban villages are re-considered,and the renovation approach of"value assessment-value translation-value sharing"adapting to the three stages of"decision-making,planning and implementation"is proposed.With Xi'an as an empirical case,strategies of multi-value assessment framework construction,fine spatial control model innovation,and deepened transformation mechanism for urban villages by inclusion and cooperation,are practiced,in order to provide reference for the renovation path and planning countermeasures of urban villages in mega cities.
