摘要
深圳作为我国改革开放的试验田,在建设用地分层设权领域起步早,取得了丰富的探索经验。聚焦深圳轨道交通设施综合开发,回顾深圳建设用地分层设权的探索历程,系统思考深圳建设用地分层设权的特征与不足,从制度灵活应用与健全、规划协同管控、审批路径优化和管理技术升级等方面提出分层设权全流程管理的实施路径与优化建议,以期为同类型城市提供参考。
Taking advantage of the opportunity presented by the national comprehensive reform pilot,Shenzhen has accumulated rich experience in the area of stratified rights for constructive land.With a review of the exploration process of Shenzhen's stratified rights establishment,its characteristics and shortcomings are analyzed,and suggestions for the implementation path and optimization of full-process management of stratified rights are proposed:flexible and robust institutional application,coordinated planning control,approval process optimization,and management technology upgrading.It provides a reference for other cities.
