全龄友好型城市社区公共服务设施规划策略——以衢州智慧新城为例

Planning Strategies for All-friendly Urban Community Public Service Facilities:The Example of Quzhou Smart New City

在剖析城市公共服务设施规划建设面临的现实困境的基础上,通过研判不同年龄人群的差异化需求与不同类型社区的生长趋势,提出动态化配置、嵌入式布局和复合型设计3个城市社区公共服务设施规划策略,并以衢州智慧新城为例,探讨其“规划+管理+决策”的动态化配置、“补短+挖潜+融合”的嵌入式布局、“兼容+共建+共享”的复合型设计的公共服务设施建设实践,以为其他城市社区公共服务设施的规划建设提供实践参考。

With an analysis of the practical dilemma of urban public service facilities planning and construction,as well as the needs of different age groups and development trends of different types of communities,three planning strategies of urban community public service facilities are put forward,namely dynamic configuration,embedded layout,and complex design.With the example of Quzhou Smart New City,the dynamic configuration of"planning,management,decision making",the embedded layout of"making up deficiency,potential exploration,integration",and the complex design of"compatibility,co-construction,sharing"for public service facilities are discussed to provide reference for community public service facilities planning and construction in other cities.
