政府环境治理能力对新质生产力的影响及其机制研究

Research on Impact and Mechanism of Government Environmental Governance Performance on New Quality Productive Forces

发展新质生产力是推动高质量发展的内在要求和关键支撑,政府环境治理对新质生产力的影响不可忽视。以我国30个省份为研究对象(研究对象不包括西藏自治区及港澳台地区),运用全排列多边形法测算得到新质生产力及其3项分指标(新质劳动力、新质劳动资料和新质劳动对象)的发展指数,在此基础上综合运用动态GMM模型和中介效应模型实证检验政府环境治理能力对新质生产力的影响及其作用机制。结果表明:①研究期内,各省份新质生产力发展水平均大幅提升,地区间发展不均衡的问题得到改善。②政府环境治理能力每提高1%,新质生产力发展水平将显著提升2.41%,即政府环境治理能力能显著促进新质生产力的发展。③政府环境治理不仅能直接促进新质生产力发展水平的提升,还能通过提升区域科技创新能力,间接促进新质生产力的发展。研究显示,应重视政府环境治理在促进新质生产力发展的作用,进一步强化落实以高水平保护促进高质量发展的协同发展理念,推进新质生产力发展水平的持续提升。

Developing new quality productive forces is essential for promoting high-quality development.It is important to consider the impact of government environmental governance on new quality productive forces.This study takes 30 provincial-level administrative regions in China as the research objects(excluding Xizang Autonomous Region,Hong Kong,Macao and Taiwan)and uses the entire-arraypolygon method to calculate the development index of new quality productive forces,including three sub-indexes:new quality labor force,new quality labor materials,and new quality labor objects.On this basis,the dynamic GMM model and the intermediary effect model are comprehensively used to empirically analyze the impact of government environmental governance on new quality productive forces and its mechanism.The results indicate that:(1)During the study period,the development level of new quality productive forces in all provinces has greatly improved,and the problem of uneven development among different regions has been improved.(2)For every 1% improvement in government environmental governance performance,the development level of new quality productive forces will significantly increase by 2.41%.This indicates that the government environmental governance performance can significantly promote the development of new quality productive forces.(3)Government environmental governance can not only directly promote the improvement of the development level of new quality productive forces,but also indirectly promote the development of new quality productive forces by enhancing regional scientific and technological innovation capabilities.Therefore,it is important to realize the role of government environmental governance in promoting the development of new quality productive forces.The government should further strengthen the implementation of coordinated development with high-quality protection to promote high-quality development and continuously improve the development level of new quality productive forces.
