环境规制与经济发展质量——基于地方政府竞争的视角

Environmental Regulation and the Quality of Economic Development——From the Perspective of Local Government Competition

环境规制是协调环境保护和经济发展,实现“既要金山银山,也要绿水青山”的关键路径。基于中国省际面板数据,采用计量经济学模型实证分析环境规制对经济发展质量的影响。此外,从地方政府竞争的角度,利用空间杜宾模型探讨了环境规制及其策略互动对经济发展质量的空间效应。结果表明:环境规制对经济发展质量并不是简单的线性影响,而是具有先促进后抑制的非线性效应,只有适度的规制强度才可以显著促进经济发展质量的提升;在地方政府竞争的作用下,地区之间的环境规制存在显著的策略互动,且这种策略互动存在区域异质性,其中,东部地区环境规制的策略互动最为显著,中部地区和西部地区则不明显;地方政府在协调环境保护与经济发展时举棋不定,使得环境规制的实施具有不连贯性,进而导致环境规制及其策略互动对经济发展质量的影响呈现出波动性特征。

Environmental regulation is the key path to coordinate environmental protection and economic development,and achieve“gold and silver mountains,as well as clear water and green mountains”.Based on provincial panel data in China,this paper makes an empirical analysis on the impact of environmental regulations on the quality of economic development by using an econometric model.In addition,from the perspective of local government competition,this paper discusses the spatial effects of environmental regulation and its strategic interaction on the quality of economic development by using the spatial Durbin model.The results show that environmental regulation does not have a simple linear eff ect on the quality of economic development,but has a nonlinear eff ect of fi rst promoting and then inhibiting.Only moderate regulation intensity can signifi cantly improve the quality of economic development.Under the infl uence of local government competition,there is a signifi cant strategic interaction of environmental regulation among regions,and this strategic interaction has regional heterogeneity.The strategic interaction of environmental regulation in the eastern region is the most signifi cant,but not in the central and western regions.Local governments are uncertain in coordinating environmental protection and economic development,which makes the implementation of environmental regulations inconsistent,and then leads to the fl uctuating impact of the interaction between environmental regulations and their strategies on the quality of economic development.
