数字经济作为一种新的主要经济形态,驱动着生产方式、生活方式和治理方式发生深刻变革。数字经济具有非竞争性、网络外部性、去中心化和大数据取代物质材料成为关键投入品等特性,使得数字经济可以通过弥合城乡数字鸿沟,缩小城乡要素、效率、生活、治理等各方面差距。数字经济在城乡社会生产中的应用与推广加速了城乡融合的历史进程。在数字经济影响之下,中国城乡关系将从城市引领融合向城乡协同融合发展转变,在发展载体上县城将成为推动城乡融合发展的关键,城乡要素结构和要素质量差距将进一步缩小,同时借助数字经济实现扩大内需和城乡基础设施补短板的两难自解以及在社会治理能力和治理体系现代化的过程中实现城乡共治。

As a new major economic form,the digital economy is driving profound changes in production,lifestyle,and governance methods.The digital economy has the characteristics of non competitiveness,network externality,decentralization and big data replacing material as key inputs,which enables the digital economy to narrow the gap between urban and rural factors,efficiency,life,governance and other aspects by bridging the digital gap between urban and rural areas.The application and promotion of digital economy in urban and rural social production have accelerated the historical process of urban-rural integration.Under the influence of the digital economy,China’s urban-rural relations will shift from urban led integration to coordinated and integrated development between urban and rural areas.In terms of development carriers,county towns will become the key to promoting urban-rural integrated development,and the gap in urban-rural factor structure and quality will be further narrowed,At the same time,utilizing the digital economy to achieve the dilemma of expanding domestic demand and filling the gaps in urban and rural infrastructure,as well as achieving urban-rural co governance in the process of modernizing social governance capabilities and governance systems.
