Exploration and Policy Implications of Rural Digital Governance in Northern Jiangsu Province

在数字经济时代,如何把互联网、云计算、大数据、人工智能等数字技术运用到乡村治理之中,以更好回应基层民众需求和基层治理需要,已成为全面推进乡村振兴的重大课题。徐州丰县、连云港东海、淮安洪泽、宿迁泗阳和盐城东台等5个苏北县区,在乡村数字治理领域开展了有益探索,但也面临诸多挑战和困难。新阶段推动乡村数字治理,要进一步完善制度规划,提高软硬件协同能力,提升基层治理参与者的数字素养,推动数字治理与乡村治理同频共振。

In the era of digital economy,how to apply digital technologies such as the internet,cloud computing,big data,artificial intelligence and so on to rural governance in order to better respond to the needs of the grassroots people and the needs of grassroots governance has become a major issue in comprehensively promoting rural revitalization.Five counties and districts in northern Jiangsu,including Fengxian in Xuzhou,Donghai in Lianyungang,Hongze in Huai an,Siyang in Suqian and Dongtai in Yancheng,have carried out useful explorations in the field of digital governance in the countryside,but they also face many challenges and difficulties.To promote rural digital governance in the new stage,it is necessary to further improve the institutional planning,enhance the synergistic capability of software and hardware,improve the digital literacy of grassroots governance parti-cipants,and promote digital governance to resonate with rural governance.
