中国—东盟涉边应急语言服务的强基路径及发展策略研究

Research on the Strong Foundation Path and Development Strategy of China-ASEAN Border Emergency Language Services

本研究以新时代中国—东盟涉边应急沟通交流的变化环境为背景,从外语战略、国内应急语言服务政策以及东盟通用语应急语言人才培养与服务应用的角度进行综合分析,透过审视多元主体参与社会应急语言服务的质量,揭示了广西应急语言服务体系建设的不足之处,如及时性不足、备用资源存在短板、常态化机制不够完善等。对照涉边发展的要求,本研究提出了中国—东盟涉边应急语言服务的发展策略,包括建立应急语言服务预案、深化数字技术与人才培养、加强应急语言服务指挥管理与全面考核评价等。涉边应急语言体系的完善有助于提升中国与东盟国家之间的社会服务和国际交流,提高涉边应急语言服务的质量和效果。

Based on the background of China-ASEAN border-related emergency communication and exchange environment in the new era,this paper makes a comprehensive analysis from the perspectives of foreign language strategy,domestic emergency language service policy and ASEAN lingua franca emergency language talent training and service application.By examining the quality of multiple subjects participating in social emergency language services,the shortcomings of the construction of emergency language service system in Guangxi are revealed.On this basis,innovative solutions are proposed,which includes the establishment of emergency language service plans,deepening digital technology and talent training,strengthening the command and management of emergency language services,and comprehensive assessment and evaluation.The improvement of the emergency language system will help enhance social services and international exchanges between China and ASEAN countries,and promote the quality and effectiveness of emergency language.
