驻鄂国企举办高职院校接受财政支持相关问题研究

A Study on Issues of Financial Support for Vocational Colleges Run by State-Owned Enterprises in Hubei Province

相较国家财政支持的公办高职院校而言,国企举办的高职院校在教师实践、社会培训、实习就业方面具有明显优势,但是在生均拨款、财政专项补助方面得到的支持力度不足。以湖北省国企举办高职院校为研究对象,从提高市场竞争力、增加优质办学资源、提升办学质量三方面分析,认为国企办高职院校接受财政支持是有必要的,并从政策法规、财政能力、成功经验三方面论证了可行性。目前尚存在学校身份定位不清晰、资金监管困难等系列挑战。据此提出了制定财政支持标准、建立安全监督体系和引入绩效考核机制三项措施来促进财政支持政策的落实。

Compared with public vocational colleges supported by national finance,vocational colleges run by state-owned enterprises have noticeable advantages in terms of teacher practice,social training,internship and employment.However,the support received in terms of per student funding and special financial subsidies is insufficient.Taking vocational colleges run by state-owned enterprises in Hubei Province as the research object,this paper analyzes the necessity for such colleges to receive national financial support from three aspects,namely improving market competitiveness,increasing highquality educational resources,and improving educational quality.and discusses feasibility from three aspects of Policies and regulations,financial capabilities,and successful experiences.At present,there are still a series of challenges such as unclear school identity and difficulties in financial supervision.In view of that,three suggestions are proposed to promote the implementation of financial support policies,namely establishing financial support standards,establishing a safety supervision system,and introducing performance evaluation mechanisms.
