党建“三基”视角下的安全生产“三基”体系研究

Research on BBG system of safe production from perspective of BBG of Party building

针对现有的安全生产问题,从党建“三基”出发,开展安全生产“三基”建设理论体系研究,以期构建一套安全生产“三基”体系,有效解决当前严峻的安全生产形势。基于党建“三基”的角度,明确安全生产“三基”的内涵、体系特征、层次结构和要素组成,提出了安全生产“三基”体系运行框架,构建了安全生产“三基”体系理论模型。研究结果:通过将党建“三基”与安全生产“三基”的创新性融合,构建了基础管理、基层建设、基本功训练3个一级要素,制度体系、党组织建设、安全能力素养等12个二级要素和44个三级要素组成的安全生产“三基”体系。

In view of the existing safety production problems,starting from BBG of the party construction,the theoretical system of the construction of BBG of safety production is studied in order to build a set of safety production BBG system and effectively solve the current severe safety production situation.Based on the perspective of BBG of the party construction,the connotation,system characteristics,hierarchical structure and element composition of BBG of safety production are clarified,the operating framework of BBG system of safety production is proposed,and the theoretical model of BBG system of safety production is constructed.Through the innovative integration of BBG of party construction and BBG of safety production,BBG system of safety production consisting of 3 first-level elements of base management,grass-roots construction and basic skills training,12 second-level elements of institutional system,party organization construction and safety ability literacy and 44 third-level elements is constructed.
