摘要
为了探究农户对集体经营性建设用地入市增值收益分配制度的满意度,本文以甘肃省陇西县为例,运用二元Logistic模型,分析农户主体对集体经营性建设用地入市增值收益分配的满意度及其影响因素。结果显示,在308户受访农户中,只有44.2%对于增值收益分配方案感到满意,说明增值收益分配的农户满意度有待提升;家庭年收入、入市关注程度、分配措施了解程度、集体提留资金运营方式对农户满意度呈显著正向影响,意向集体提留资金比例区间和农户满意度呈显著负向相关。在此基础上,提出相应的对策建议,以期为盘活集体经营性建设用地,更好地制定增值收益分配方案、管控土地增值收益提供参考和借鉴。
In order to explore the satisfaction of rural households with the distribution system of value-added income of collective commercial construction land marketization,this paper takes Longxi county,Gansu province as an example,and uses the binary logistic model to analyze the satisfaction of rural households with the distribution of value-added income of collective commercial construction land marketization and its influencing factors.The results show that among the 308 surveyed rural households,only 44.2%were satisfied with the value-added income distribution plan,indicating that the satisfaction of the value-added income distribution needs to be improved.The annual household income,the degree of concern about entering the market,the understanding of distribution measures,and the operation mode of collective retention funds had a significant positive impact on the satisfaction of rural households,and the proportion of intended collective retention funds was significantly negatively correlated with the satisfaction of rural households.On this basis,corresponding countermeasures and suggestions are put forward,in order to provide reference and guidance for revitalizing collective management construction land,better formulating value-added income distribution plans,and controlling land value-added income.
