青岛市基本公共服务居民获得感评价及提升路径研究——基于计划单列市的比较分析

Evaluation and Promotion Path of Residents′Sense of Acquisition in Basic Public Services——Based on Comparative Analysis of Cities Specifically Designated in the State Plan

以基本公共服务的居民获得感为核心构建评价指标体系,有助于探究服务供给与居民实际感知之间的差距。研究结果显示,计划单列市的基本公共服务居民获得感在类型方面存在显著差异,“外部环境型”最高,“资金节约型”次之,“资金依赖型”最低。青岛基本公共服务在便利感、质量感和持续感等方面较有潜力,可以从推进数字化转型、优化服务流程、健全反馈机制和加强人文关怀等方面切入,全面优化供给,增强居民获得感。

Constructing an evaluation index system centered on the sense of acquisition of residents in basic public services can help explore the gap between service supply and actual perception of residents.The research results show that the sense of acquisition of residents in basic public services in planned cities shows a geographical feature of high in the south and low in the north.There are also significant differences among different types of services,with the highest being“external environment type”,followed by“fund saving type”,and the lowest being“fund dependent type”.Qingdao′s basic public services have great potential in terms of convenience,quality,and sustainability,and there is an urgent need to comprehensively optimize the supply and enhance residents′sense of acquisition.
