民族地区教育高质量发展的价值意蕴、逻辑架构与推进策略

摘要 教育高质量发展是我国经济社会高质量发展的核心构成和重要基石,推进民族地区教育高质量发展是积极响应国家高质量发展战略的必然选择。教育高质量发展承载着加快民族地区教育现代化步伐、满足民族地区人民美好生活需要、促进民族地区经济社会繁荣发展、推动民族地区优秀传统文化传承等多重价值意蕴。站在新的历史起点,民族地区需从教育逻辑、政治逻辑、经济逻辑、文化逻辑四个镶嵌共生的维度构建其教育高质量发展的逻辑架构,形成人才质量提升与教育育人属性相融并进、意识形态建设与教育凝聚民心相辅相成、经济转型牵引与教育赋能科创相得益彰、文化共生追求与教育调谐认同相互依存等发展共识。构建多维复合教育质量观、促进教育质量评价优化、构筑数字教育生态系统、推动多元主体共意善治,将成为民族地区教育高质量发展的重要推进策略。 High-quality development of education is the core component and important cornerstone of high-quality development of China's economy and society.Promoting the high-quality development of education in ethnic areas is an inevitable choice to actively respond to the national high-quality development strategy.The high-quality development of education carries the multiple values of accelerating the modernization of education in ethnic areas,meeting the needs of the people in ethnic areas for a better life,promoting the economic and social prosperity and development in ethnic areas,and promoting the inheritance of fine traditional culture in ethnic areas.From of new historical point of view,ethnic areas should construct the logical structure of high-quality education development from the four intertwined dimensions of educational logic,political logic,economic logic and cultural logic,so as to form a development consensus,such as to attain the mutual stimulated improvement of talent quality and the ideological construction of education,the mutual stimulation of ideological construction and education to unite the people,the mutual stimulation of economic transformation impetus and education empowerment technology innovation,the mutual dependence of pursuit of cultural symbiosis and educational harmonization.The construction of multi-dimensional composite education quality view,promoting the optimization of education quality evaluation,the construction of digital education ecosystem,and the promotion of multiple subjects will become an important strategy to promote the high-quality development of education in ethnic areas.
