The Third Plenum holds a unique place in the Communist Party of China(CPC)’s political calendar because the Party often introduces significant reforms and outlines strategic priorities during the event.For instance,the Third Plenary Session of the 11th Central Committee of CPC in 1978 marked the beginning of China’s reform and opening-up drive under Deng Xiaoping,after which the country underwent historic economic development.
