摘要
搭建现代能源体系、深入推进我国能源革命是我国实现碳达峰和碳中和“双碳”目标的重要路径。我国可再生清洁能源禀赋好,光能、风能和水能分布广泛,可用于电量装机规模巨大。然而这些清洁能源受气候、天气和水文的影响,具有显著的波动性、间歇性和随机性,弃光、弃风和弃水问题突出,需要绿色安全可靠的储能工具进行优化调配,这为我国抽水蓄能电站发展提供了充分的条件。该文基于当前我国抽水蓄能的快速发展现状,阐述了目前抽水蓄能在规范标准、区域发展、学科建设人才培养以及水资源、生态环境和旱涝防御统筹考量等方面的不足之处,最后提出了针对性的对策建议。
Building a modern energy system and further promoting China's energy revolution are important paths for China to achieve the "double carbon" goals.China has a good renewable clean energy endowment,light energy,wind energy and water energy are widely distributed,and can be used for huge installed capacity.However,these clean energy are affected by climate,weather and hydrology,with significant volatility,intermittence and randomness,and the problem of abandoning light,wind and water is prominent,which requires green,safe and reliable energy storage tools for optimal deployment and provides sufficient conditions for the development of pumped storage power stations in China.Based on the rapid development of pumped water storage in our country,this paper expounds the shortcomings of pumped water storage in standards,regional development,discipline construction personnel training,water resources,ecological environment and overall consideration of drought and flood prevention,and finally puts forward countermeasures and suggestions.
