文章对1912年至1931年民国时期吉林地区所面临的流民问题及相应的社会救济措施进行了研究。在这段动荡的历史时期,连串自然灾害、战争以及社会动乱导致众多民众被迫离开家园,尤其是华北地区的民众大量涌入东北地区。通过对历史文献和档案资料的详细分析,着重探讨了这些流民迁移背后的原因,以及民间慈善组织在救济难民方面的关键作用及其局限性,为理解民国时期中国社会救济体系的发展提供了重要视角。

The problem of displaced people and the corresponding social relief measures in the Jilin area during the Republic of China from 1912 to 1931 are studied.During this turbulent period of history,a series of natural disasters,wars and social upheavals led to the displacement of many people from their homes,especially from North China to the Northeast.Through a detailed analysis of historical documents and archival materials,the paper emphasizes the reasons behind the migration of displaced people,as well as the key role of civil charitable organizations in the relief of refugees and their limitations,providing an important perspective for understanding the development of China's social relief system during the Republic of China period.
