Against the backdrop of a reshaped global political and economic landscape,the it is increasingly imperative for China to safeguard her maritime rights and interests is increasingly urgent.In this context,while China maintains her commitment to defending national sovereignty and territorial integrity,she also needs to effectively managesaddress various unexpected incidents.The Chinese Navy and Air Force adhere to the“Code for Unplanned Encounters at Sea”(CUES),ensuring a proper response to unforeseen maritime encounters.Although the CUES is primarily designed for military interactions and does not cover law enforcement activities,it has played a significant role in reducing misunderstandings and conflicts.This demonstrates China’s determination to maintain regional peace and stability and sets an example for interactions among countries within the region.The CUES aims to clearly convey a non-confrontational military posture and prevent the misinterpretation of deterrence measures.In a strategic environment,the code helps to prevent misjudgment,and mitigate the escalation of tensions,and layslaying the foundation for ensuring regional security and cooperation.Studying the application of the CUES is of great importance for enhancing China’s strategy for maritime rights protection,strengthening regional collaboration,elevating the international status and capabilities of the Chinese Navy,and playing a leadership leading role in global maritime governance.
